A Look at the Janney Expansion

I finally got some images of the proposed Janney School extension. I like it – but it could have been better. With a few objections, I like its conception. Devrouax + Purnell, best known for the Washington Convention Center, the Pepco Building, and Nationals Park, here produced an interesting and attractive school building. However, the location where they have chosen to place the wing results in a lost opportunity for Janney and the community in general. Like too many developers and architects, they approached Tenleytown planning to not upset the status quo. However, any public facility should be designed with an eye to the future – and the current state of Tenleytown cannot last.

The building steps down.

Beginning with the generous setback along 42nd street, the architects attempted to hide the building as much as possible, so as not to intrude on the neighborhood. Although the Albemarle façade extends to the cornice line of the 1923 building, the masses of the building gently diminish into a low white structure that encloses the gym. Moving south along the western face, the building curves gently, from a tower to the first private residence down the block. The architects employed the shape subtly, repeating the curve in each mass to limit its effects. It does successfully integrate into the site.

However, this hesitant approach is not appropriate here. The architects should not have set the building back from the street so much. In doing so, they have reduced the feeling of enclosure afforded by a consistent streetwall, produced an marginally useful green space, and missed an opportunity to relocate the playing field at the center of the Tenley Library Public-Private Partnership debacle.

For the 2007 plan to build a library with several floors of condominiums on top focused on the loss of recreation space (the rightmost field in the image above) for Janney Students. Some of that space would be consumed in the footprint of the condominium structure. However, had the architects located the new wing closer to the property line, they might have opened up space to relocate the eastern soccer field. In a political environment as vicious as Tenleytown’s, a mutually agreeable solution would have been a rare happy ending.

That lost opportunity is my main complaint – but there’s much more review below.

A Tenleytown Miracle

Last Thursday, neighbors from all over Tenleytown worked together open up paths and make walking safe and easy again.

We ended up focusing on the streetcorners, which had become less passable with every visit by the plows. The delay of one day had allowed most owners and businesses to clear their sidewalks, but the hardening slush in the streets was still tripping people up. So, at Albemarle and Wisconsin, we cleared and widened the busy crosswalks with shovels and a garden edger.  We spread out along Wisconsin Avenue, clearing sidewalks to the south and opening up more crosswalks in the north. We even put down some salt and sand provided by the local Ace hardware store. After a few hours, we ended by clearing a few spots on River Road and bypassing a monumental pile at Albemarle and Fort Drive.

We capped the afternoon’s work at the local Mexican restaurant, where, as one participant described it, “Guapo’s cleaned up.” The snowball fight never went down, due to low interest from participants. However, the news media were interested in us. The Northwest Current sent out a reporter, who stopped by WAMU to pick up audio equipment. You can hear her handiwork here, or read it on Page 1 of the February 17th issue of the current. I think everyone was glad to get the recognition. Residents for the most part expressed gratefulness – and a little delight – at the gumption of my co-shovelers.

I got a lot of credit for proposing the idea, but the whole event would have been ineffectual without the work of the dozen-or-so people who came out: Ben Nieva, Mike Sires, Steve Kelley, Athan Manuel, Angie Das, Hedda Garland, Felix Garland, Jenny McCarthy and Chris Frantz. ANC 3E Chairman Jon Bender deserves special thanks for his work organizing the group. I know there are a few individuals who aren’t listed above, but deserve attention. Of course,  some other people deserve attention for their lack of effort. Snow on most sidewalks that were busy simply condensed into packs of ice, so we ended up not clearing most. But some businesses, perhaps abandoned by their landlords, did not do their duty. Neisha Thai and several other establishments south of the Metro stood out. Circle Management left their construction site next to the metro uncleared, while they or their tenants fulfilled the responsibility on the rest of their properties. The Georgetown Day School shoveled its 42nd Street Sidewalks well enough, but its long stretch of sidewalk on River Road was left completely untouched. Finally, the National Park Service proved the worst offender, shoveling none of their many properties around Tenleytown.

But while other people let down their neighbors, it was reassuring to see so many people out on a snow day, helping each other out. Everyone came away knowing the others a little better as well.

Fun fact: February 14th is also the feast of Saints Cyrill and Methodius. Apropos of that, let me mention that the New York Times ran an article today about the amused reaction of some Russian journalists at Snowmageddon. I can’t find the clip mentioned therein, but here’s NTV’s coverage of the whole event. I’m really amused at their calque of the term “snowmageddon,” but if it’s good enough for Obama, it’s good enough for Zakharov. I wonder how they’d do “SnoMas?”

I apologize that it’s not in English, capitalist pig-dog readers, but just I can’t bring myself to link to Russia Today. It’s really not my goal to promulgate the skeezy propaganda of Russia’s delusional statist-right, so you may have to Google that yourselves.

Snow, negligence, and community

The past few days, I’ve been bothered by the failure of this Gold’s Gym at 4310 Connecticut Avenue. Although they shoveled a path from the Van Ness metro to their door, they decided to not shovel any further. The path is used heavily by pedestrians of all age groups. Lingering there for about five minutes, I saw around ten people falter and otherwise walk delicately.They were lazy during the first SnOMG, and they’ll probably be lazy and negligent this time around. Perhaps what is most infuriating is that the building exclusively employs fit and strong people, who can clearly see the havoc they’re wreaking right out of the huge plate glass window in front. Hell, all the people trying to get fit through absolutely non-productive activities could be getting exercise and simultaneously preventing negligence. It is, after all, illegal to not shovel your walk:

“It shall be the duty of every person, partnership, corporation, joint-stock company, or syndicate in charge or control of any building or lot of land within the fire limits of the District of Columbia, fronting or abutting on a paved sidewalk, whether as owner, tenant, occupant, lessee, or otherwise, within the first 8 hours of daylight after the ceasing to fall of any snow or sleet, to remove and clear away, or cause to be removed and cleared away, such snow or sleet from so much of said sidewalk as is in front of or abuts on said building or lot of land.” (D.C. Code § 9-601)

But that’s not good enough if scofflaws just get fined weeks from now. People could get injured, and people sure are getting inconvenienced. But residents should have recourse besides whining to the government or bitching on listservs. I think we can take the cleanup and retribution into our own hands.

So, I’m organizing the First Tenleytown Volunteer Snow Removal Battalion.The plan is to form a band of husky citizens to clear off snow from spaces that suffer from negligence or the tragedy of the commons. We’ll counter common neglect with community action.  We will primarily clear the mounds of plowed snow at street corners and bus stops, but we will also remediate careless private plowing and people who don’t plow at all. Call me altruistic if you want but I intend to share the businesses that don’t shovel or plow right into pedestrian areas on this blog.  I hope to punish them with a boycott, which could cost more than any fine ever would.

We’re going to meet up tomorrow afternoon at 4PM at the Tenleytown Metro station.  ANC overlord Jon Bender has made it into a snowball fight as well, so uh, come for the fun and stay for the hard labor. Bring a shovel and a flask if you care. There’s no reason fun can’t have a good social outcome.

Update: Tuesday afternoon, Gold’s Gym finally cleared their snow, sources say, after a neighborhood woman tore the manager a new one. Because the snow had been compacted, a bevy of strapping young men were witnessed chiseling the brownish ice apart. Sources report that they “felt the burn.” Many thanks to the woman. Hopefully Gold’s will not let this happen again.

ARD Creates Biased Poll, Still Loses

The transit-oriented-denialist group the Alliance for Rational Development published a poll regarding the Tenleytown Safeway a few days ago. Not content to only use sockpuppets to create the appearance of debate, they have gotten into push-polling. Yes, they created a voluntary internet poll, one that suffers badly from both self-selection bias and leading questions. For example:

I would prefer a mixed-use development on the site that would include five or six floors of residential housing along with a new Safeway. (Safeway at present, has indicated that it has no interest in building such a development.)

Out of 95 voters, 72 said yes to the question anyway. Then there’s this:

If you expressed a preference for a mixed-use development, would you still oppose Safeway’s current proposal if the result were that Safeway decided against any redevelopment of the current store?

81% of respondents still said yes. But all this poll indicates is that activists overwhelmingly support a Safeway mixed-use project. A self-selected poll is never accurate for representing a general population, as it attracts only the most interested individuals. This survey does not, and never could have represented neighborhood opinion, even more so than the Safeway postcards.

So, I guess my point is that ARD doesn’t represent the silent majority, and they don’t even represent a significant minority. The secretive organization is nothing but sound and fury crippled by ineptitude and a lack of web savvy. I don’t think they represent even a credible opposition – and they certainly don’t support anything on their own. Hopefully, people will see through their bluster and realize that they are done.

Alas, maybe more radical action is needed. MaKrel, who may or may not be my friends at ASR, suggests something more radical:

Would You McMillan II?

Nir Buras is looking to redouble work on his McMillan II plan.  He asked me to post this little ad, so of course I obliged.

Recent construction in DC dilutes the character of the City’s built environment and it is on the verge of loosing its identity.  Obviously the City and its citizens deserve better.  The order and principles of the L’enfant Plan provided the “DNA” of the City. The McMillan Commission (1902) invented the National Mall and created many if not most of the beautiful buildings and landscapes of DC including the Lincoln Memorial, Federal Triangle, Rock Creek Park, the GW Parkway and more. The McMillan II Initiative proposes architecture and City Building principles commensurate with DC’s legacy and its world role. It will enable healthy “green” growth for DC, provide longevity and promote timeless beauty into the 22nd Century and make DC a WorldClass City.

The first round of McMillan II recognized the mile-wide no-man’s land of freeways and underused parks existing along the Anacostia River, much of it on Federal land. This disconnection is the City’s urban, social and political nightmare. DC needs a healing act, both literally and figuratively, stitching together this urban gash for the social, economic and civic benefit of all. The first round of McMillan II was recently made public on the Kojo Nnamdi show and numerous blogs. In the second round we seek participants to assist in further detailing the plan and ground it in the best sustainable, economic, hydrological, financial, urban planning and design practices. Skills sought include collegiality, reading, writing, drafting and computer graphics, modeling and animation, video, sketching and water coloring to further develop and repackage the project.

Duke Ellington May Leave Northwest

This topic is a little out of my usual purview, but it’s worth commenting on because schools are so necessary for smart growth – and are such a bloody issue.

DCPS Chancellor Michelle Rhee is apparently considering relocating the prestigious Duke Ellington School of the Arts to a more central location. Currently, the school occupies a historically significant building in Burlieth, but if the move goes through, the school will move into the old Logan Elementary building near Union Station. In its place, a new High School serving mostly Ward 2 students (according to Councilmember Jack Evans) would begin operating.

For the most part, I support this move. Locating the building near a metro station will make it much more accessible for both students and teachers. Logan would also require a renovation, which would hopefully allow for some great new architecture and preservation by a local firm. The building seems dilapidated and lacking in the relevant facilities – and theaters demand great architecture. It could be a win-win for DC and its design community.

But much more importantly, opening up room for a new public high school in Northwest will accommodate new families who will undoubtedly come as appropriate development restarts in Northwest. Don’t forget, the building now occupied by Duke Ellington once held Western High School, one of two high schools in Northwest, along with Tenleytown’s own Wilson. Wilson is now pretty crowded. With more residents along Wisconsin and Connecticut, it will need to more room even than what the current renovation will provide. Private schools cannot be the answer anymore – St. Albans, Sidwell, Maret, and GDS are already larger than intended – and the costs of each are way too high for most families, $30,000 per year for some.

Backlash and speculation has (unsurprisingly) followed the discovery of the plan. Is it a racist plot to get black kids out of Georgetown? Apparently some assholes not only think so, but approve. Perhaps its is just a ploy to get better test scores from parents unable to foot private education. That’s plausible to me. Either way, the students are even getting involved, with a blog and a facebook group.

But look at it this way: growth in Northwest means slower growth and minimal displacement in less affluent parts of the city. If a new high school – and a renovated campus in Capitol Hill helps to facilitate those trends, then it is definitely worth it. Even if Jack Evan’s posturing is right, and this school will serve only students in Ward 2, then it will still likely serve African-American students. However, like Wilson, Hardy, and Deal, it should be open to promising students across the city. Compromises that benefit the entire city are absolutely necessary.

There are a lot of “ifs” behind my support. But planning for a future of 600,000 DC residents is necessary, and a new high school in Northwest would play a major role. DC has sacrificed enough school properties in recent years, however, it is time for re-use and revival.

The Winds Shift over Tenleytown

DCMud reports that Safeway has put their PUD approval on hold. On Monday, the Zoning Commission approved an indefinite delay for the project. This is good news. As best as anyone can tell, it indicates that Safeway are reconsidering their entire plan. If they choose the option of urbanism, I know that Torti Gallas will deliver a plan that is beautiful and energizing.

Adding a few residences above, townhouses behind, or even just a streetwall with a few independent stores would turn the project from a pig to a prize  for Tenleytown. A commitment to LEED Gold certification and the reconfiguration of 42nd street will ensure that Safeway delivers on the real amenities they owe the neighborhood in exchange for a zoning exemption. Finally, Safeway must be flexible enough to design a building that does not require a forest to hide its bulk.

If the new store is beautiful and adds vibrancy to the city, I will be more than glad to support it. I know many others will, as well. But some will never support appropriate and sustainable growth.

It is easy to see this process as another company battered into submission by Tenleytown NIMBYs. But it’s far from that – I, groups like Ward 3 Vision, and the current board of ANC 3E understand that developers are not the enemy. A Wisconsin Avenue that serves all ages and facilitates community and sustainability is not only good, but necessary.  This recent prodding was necessary to restart the motion towards TOD lost over the years of fighting.

The old regime of Tenleytown and Friendship Heights has fallen with this action. The divisive, victimizing attacks, a relic of the freeway wars, are tired and out of tune with modern planning. They have scared off too many developers with endless appeals. But their time is fading. Their secrecy and and tactics disengaged neighborhood residents. But their currency is spent. Their Rovian arguments once swayed commissions. But they fool no one anymore.

seatingAfter the heated debate at the November ANC 3E meeting, you might have expected an even fiercer confrontation this past Thursday.  There were even promises of it.
But it wasn’t. Instead, anger had been supplanted with dismayed grouchiness. While Avis Black, the regional real estate manager attended the meeting, she entrusted the presentation to Brian O’Looney, an associate principal at the architecture firm Torti Gallas. In a series of slides, he demonstrated the great lengths the architects had gone to in making the bulk of the structure as unobtrusive as possible without sacrificing the program of the store.
Yet, that program, the functional concept of the store, is precisely the problem. The grocery store, and all its subsidiary stores, such as a Starbucks, would face inward, contained in one enormous envelope with a unitary entrance. To their credit, the architects have tried to address neighbor’s concerns, but their efforts are like putting a rhinoceros in a corset. When called to cut down the size of the proposed store by 1,000 square feet, around 2% of the total area, Ms. Black simply refused.
The other sources of contention revolved around automobility. Noise emandating from the garage concerned one 43rd street resident in particular. Out front, it became clear that Safeway did not want to remove a slip lane between Wisconsin and 42nd St. because they intended it use it for cars to idle for grocery pick up. That a reconfigured intersection would be safer for pedestrians, produce a better pocket park, and reduce the amount of speeding on 42nd was not worth the change.
Unfortunately, critics of the store could not put up a consistent front, entering tangents about a number of minor elements – some of which were created by other halfhearted concessions.  Whose interests does the store need to address? The hottest moment of a debate came when an irate Georgetown Day teacher called out the proposal to move the controversial rear walkway, which ran from the school to the store entrance, inside the garage. The teacher declared, indignantly, that GDS was a neighbor too.
And beyond that, how about the residents of a few blocks away – or the region? At what point does a corporation that entered into public debate, as part of the Planned Unit Development process, have to address the public benefits. Safeway has tried to reduce the impact on adjacent neighbors. However, the store needs to take into consideration public issues, like regional planning, street life, and future growth in the area. A beautiful wall like the one to be built along 42nd is still just a wall. With the currently proposed monolithic store, Safeway cannot be urban.

The neighbors in attendance seemed to not expect any changes.
