A Look at the Janney Expansion

I finally got some images of the proposed Janney School extension. I like it – but it could have been better. With a few objections, I like its conception. Devrouax + Purnell, best known for the Washington Convention Center, the Pepco Building, and Nationals Park, here produced an interesting and attractive school building. However, the location where they have chosen to place the wing results in a lost opportunity for Janney and the community in general. Like too many developers and architects, they approached Tenleytown planning to not upset the status quo. However, any public facility should be designed with an eye to the future – and the current state of Tenleytown cannot last.

Beginning with the generous setback along 42nd street, the architects attempted to hide the building as much as possible, so as not to intrude on the neighborhood. Although the Albemarle façade extends to the cornice line of the 1923 building, the masses of the building gently diminish into a low white structure that encloses the gym. Moving south along the western face, the building curves gently, from a tower to the first private residence down the block. The architects employed the shape subtly, repeating the curve in each mass to limit its effects. It does successfully integrate into the site.

However, this hesitant approach is not appropriate here. The architects should not have set the building back from the street so much. In doing so, they have reduced the feeling of enclosure afforded by a consistent streetwall, produced an marginally useful green space, and missed an opportunity to relocate the playing field at the center of the Tenley Library Public-Private Partnership debacle.

For the 2007 plan to build a library with several floors of condominiums on top focused on the loss of recreation space (the rightmost field in the image above) for Janney Students. Some of that space would be consumed in the footprint of the condominium structure. However, had the architects located the new wing closer to the property line, they might have opened up space to relocate the eastern soccer field. In a political environment as vicious as Tenleytown’s, a mutually agreeable solution would have been a rare happy ending.

That lost opportunity is my main complaint – but there’s much more review below.

Details, Details: Light & Shadow

A lot of architectural design deals with modifying light and shadows to make an interesting form. For example, the moulding on a neoclassical building is designed to create a specific shadow profile. Meanwhile, glass buildings tend to play with reflections. But you don’t see much of them together, like you do here.

Beginning with this post, I’ll be writing on some local and urbanism-related issues at Greater Greater Washington from time to time.

In “Eyes That Do Not See,” Le Corbusier noted that airplane designers were unable to achieve heavier-than air flight until they understood the underlying issues of aeronautics – until they had posed the problem correctly. Until the tinkerers stopped imitating birds and kites and began investigating lift in a scientific way, they just produced spectacular failures and beautiful dreams. So, when looking through the finalists to the Reburbia suburban redesign contest, it was curious to see how, although many projects owe a debt to the Swiss architect, a great deal show confusion about the problems of “suburbia.”

Reburbia was a design competition where designers were invited to remodel, reuse, redevelop, and restructure the landscape of suburban development. Sponsored by Inhabitat and Dwell, the contest presented 20 finalists and a number of other notable entries for public viewing. Although they’ve already announced winners, the issues that appear in the submissions deserve more discussion. These open competitions are like fashion shows, where the offerings exist as inspiration for other designers more than practical solutions. Some of the ideas tossed around here might make their way into an abandoned mall, but the ideas that grow out of Reburbia are more important. As architects, planners, and citizens look for solution, we have to keep in mind what the problems are to judge any given solution.

Declaring that the suburbs need to be re-burbed begs the question of how much, and which kinds, of suburban development are unsustainable, undesirable, or inefficient.  Following that line of thought, designers need to consider whether mitigation of costs can solve an issue, whether simply pulling out unfair subsidies would help, or whether a total revamp has to occur. The projects in Reburbia revolved around a handful of issues that are unique to automobile-dependent sprawl, as well as others that all cities face. The entrants posed their problems around land use, energy waste, sustainable energy production, loss of natural habitats, low density, unappealing or unwalkable street design, transportation inefficiency, water runoff, and the legal mandates for development.

Forest Hills’ Brown House

Upper Northwest has a reputation for having bland architecture, with the exception of pre-Depression Chevy Chase. But that’s proving itself to be a not completely true perception.  Down at the eastern end of Audubon Terrace in Forest Hills there’s a real treasure of modern architecture, almost completely buried the trees of  Soapstone Valley.  Although it’s been a house I’ve admired since a stopping a run in the valley back in high school, Modern Capital clued me in to the house’s authorship by the definitive SoCal architect, Richard Neutra.

The residence, known as the Brown House, was built in 1968, only two years before the architect’s death. It is the only example of that architect’s work in DC, and one of only a few on the East Coast. More photos under the fold.

North of Tilden: Old wounds

Tenleytown: Three threads of the ongoing Tenley/Janney controversy have converged in the past two weeks, plus a new arrival.

I. The city has declared that they will begin construction of the new Freelon-Group-designed library in September. However, out on the Tenleytown Listserv, discussion flared up when it became clear that the department of economic development was asking the architect to add structural columns that could support multistory residential. This practice is not uncommon, but it would be a wasteful expenditure if the Tenleytown Historical Society succeeds in landmarking the school, and adding to the structure becomes more difficult. Both properties sit on the same lot.
II. The HPRB has agreed to review a preservation application for the 1925 elementary school. Built by the city architect, Albert Harris, it’s a decent example of the stripped-down Beaux-arts Georgian style he developed for the rapid expansion of public facilities in the early 20th Century. Although it was the first of all the schools built in the area, I don’t see how the 84-year-old school merits perpetual legal protection, at least not at this point. Especially considering that the building is not in any danger of demolition or permanent alteration. Moreover, landmarking could seriously delay the much-needed renovation of the aging school needlessly.

III. The department of education is proceeding, however, with the development. They’ve hired Devrouax + Purnell to design a wing to the west of the current building. Part of the planning framework requires that DP respect the historical structures of the area. I have no doubt that they will. Their work in DC has been humane and sensitive, while also adding innovating modern elements. Freelon and DP’s buildings will be coups for the architecturally stagnated area, so it’s in the neighborhood’s interest to support their work.

IV: On the site of the former Oakcrest School at 4101 Yuma Street, a new religious center for women and girls will be opening this fall. The Yuma Study Center, a vaguely defined but Opus-Dei-affiliated religious institution will itself be renovating and expanding the old Bon Secours covenant. The current structure is dilapidated, so renovation will be welcome, once I can figure out exactly what the institution does.

Van Ness: This past weekend saw the second-ever farmers’ market on the plaza in front of UDC. The market is a twofer fer the residents of condograd across the street,  putting the large plaza to use and getting farm-fresh goods onto a public street.

Hawthorne: The Post covers the ongoing slapfest in the very northern neighborhood of Hawthorne, a small collection of 1950s houses that was built in the fashion of the times: without sidewalks. DC has been improving and adding sidewalks throughout the city, improving pedestrian safety and encouraging walking, however, some residents of the area northeast of Utah Avenue won’t have any of that filthy urban nonsense. They moved there because they wanted to be in DC without being in the city.

What, they stayed in DC for the schools? Or for the lack of voting rights?

The arguments against sidewalks sort of tumble out of opponent’s mouths, with all kinds of illogic. This is like country in the city, yes, and a ranch house makes your .2 acre lot a ranch. Nobody walks around here, uh, ever wonder why? We need curbs, not sidewalks, so pedestrians can’t get out of the way of cars? Lastly, the venerable, but that’s the way it’s always been! makes its appearance, proving opponents to be examples of a certain five-letter acronym. You can hear how literally incoherent their arguments are in this video.

On the other hand, there are almost as many proponents, since many residents do see the public obligation to make the streets safe and accessible for all modes of traffic. It’s heartening to see proponents of reasonable growth out and advocating their position. There’s not much of a worry that Hawthorne will become infected with the dread contagion of urbanism, since it’s pretty far from any sort of rapid transit and unsuitable for larger growth. It’s always going to be a side neighborhood, one whose character will not be negatively altered by allowing people to walk comfortably around their neighborhood.

When a concert isn’t just that

Last night began week five of this summer’s Fort Reno concerts. The annual series of musical triptychs, which take place in an improvised venue in the Tenleytown park, may be the most urbane happening of any place in DC. Amid the mild yellow-orange light of a summer evening, a small local band plays and a few hundred people of various ages watch while they sit on the grass. But beyond that and behind the stage, those less interested in the concert partake in all kinds of leisurely activity. Really, I’ve never seen the park so well used.

Out-of-District Experience: New Orleans, Louisiana

Toward the end of his career, Pablo Picasso lamented that he had stopped being creative and was merely “doing Picasso.” New Orleans has followed suit sometime in the past fifty years, becoming the image of the idea of itself. That doesn’t mean the jazz or the culture has disappeared, just that a simulacrum of itself has been interpolated into the French Quarter in such a way that a visitor can’t get a sense of the beast for all the taxidermy. I only had a morning to spend in the area due to nuptials elsewhere, but my perception was that there was a very livable area there, but what I saw did not inspire me to live there. I’ll need to go back and give the whole city a better look.

Charlie Rose is one of the few people on TV who actually gives any attention to architecture. At the same time, he’s still a dilettante, so it’s interesting to see him gush over buildings while she cooly discharges years of wisdom. There’s some good chatter about Gehry and Mies, and why they’re much better than even their fans think.

Three minor news items in the Upper Northwest:

1: The first two Fort Reno concerts were a smashing success, with at least 300 people showing up to listen, eat, and frolic on the grass around the stage. Monday night’s show was a fun mix of different styles. The Sweater Set delivered on their ultra-indie promise to give a twee multi-instrument set. Funk Ark played some solid 70s funk that made the sudden arrival of a Park Police car seem a little too like a cop movie, especially when teens started fleeing the concert with black plastic bags. Lastly Pash led the night out with a harder energy, although the lead singer’s vocals were drowned out in the mix, which took away a lot of the melody.

The second night began with noon:30, who added some soul-like vocals to cool and muddy indie rock. They’re having an EP release party on July 4th. Meow vs. Meow followed up with a harder sound with a lot of strong rhythm. Lastly, the Electricutions played the crowd out, just after the sun had totally left the horizon. There’s another show this Monday and another on Thursday, but more on that later.

2: National Realty & Development, the owners of Lord and Taylor’s, have announced plans and received approval to build a one-story commercial building on the “home plate” parking lot behind Mazza Gallerie. The Northwest Current’s reporting mentions that the original lease between L&T’s and Mazza called for the parking lot to be used as a car park in perpetuity. Now, the unanimous and quick vote of the council is to turn it into a walkable shopping district, competing with the deluxe stores along Wisconsin Avenue. Could still have some height on top of that, but apparently the 50-year lease ends in 15 years, so development won’t have enough of a payoff for them. Completion of the five stores is expected for early 2011.

3: Politics and Prose, the cultural institution at the border of Tobago and Chevy Chase, announced its schedule for July/August. You can look at the schedule, but here are the authors presenting books on urban issues:

  • Wednesday, July 8th, 7PM: Alyssa Katz will discuss her book on the foreclosure and mortgage crisis, Our Lot.
  • Friday July 10th, 7PM: Reloville, by Peter Kilborn, examines large subsets of suburban residents whose livelihoods depend on not forming close ties to the local community and frequently moving on to a new job.
  • August 11th, 7PM: Jane Jacob’s struggle with Robert Moses, and the issues it was born of, are retold in Anthony Flint’s Wrestling with Moses.
